Overview
The existing town library building in Scunthorpe was in need of refurbishment with a vision of providing a multi-purpose space with breakout spaces for meetings which incorporated areas for community services. Indeed, the building was not simply to be used as a library but was rapidly expanding its capabilities to reach out further into the community. Mason Clark Associates (MCA) were appointed the work on the back of an existing consultancy framework for construction with the Council.
Tasks/Challenges
The project involved refurbishment and alterations to the existing library building which involved the contractor stripping out the existing services and fitting out the building to a higher standard. New floor finishes, ceiling finishes, new glazing and the total overhaul and renewal of the services and IT structure. Asbestos was discovered in the building leading to the need for specialists to remove it, which did cause some delay, but this was overcome by liaising with the contractor to arrange for a specialist company to undergo the removals within tight timescales.
Activity
We considered numerous feasibility options and priced up various designs, looking at the most cost-effective routes for the client. Once a design was agreed we assisted in the procurement exercise, making sure contracts were put in place between the contractor and the client. This included ongoing project management from a commercial perspective with the council, making sure H&S was considered and assisting with the detailed designs for the M&E works.

Results
This project was delivered on time and on budget. The client was extremely happy with the new facility which is proving to be a vibrant and useful community hub for the residents of Scunthorpe. Not only has there been an uptake in community use, including children and young people, but an increase in businesses using the premises to work, host meetings, collaborate and use the facility as a break out centre for ideas and projects.
